I am so with you on that one.  And wouldn&#039;t it just give the water-holding states a new lease on political life in the region.  If I was a Kyrgyz legislator I would have my ink pen ready and a bill written for wholly-transparent sequestered funds for the project ready to go.

Thanks as always for writing in!  As you know, I was hoping you would, since you also follow hydropower concerns. . .

Of course all these risks and issues mentioned in your post need to be addressed, but the bottom line is:

If Kyrgyzs can sell their power to a stable customer base at a profit they should go for it.</description>
