As the minutes tick by, the National Transitional Council (NTC) will hopefully reach out to ensure tribal and political inclusion, comprising not only the vanguard of the revolution and significant tribes, but also those seen as beneficiaries of pre-liberation Libya. The NTC must take these steps to allow for the formulation of a lasting and legitimate government that can represent all Libyans; if not, it risks compromising its revolution in a manner similar to the US’ ignorant and damning campaign of de-Baathification in Iraq. Thus, a good gauge for the prospects of peace will be seen in the actions and words of senior intelligence, social, and military leaders who previously backed Muammar Gaddafi but have not negated their potential inclusion in the peace process through abuses or atrocities.
Lastly, besides establishing strategic milestones to ensure its legitimacy and the possibilities for peace, the TNC will also need to secure the rest of Libya, which may not exactly be the easiest thing to do if Gaddafi’s supporters choose the more tumultuous route: insurgency.
