The policy statement of the new cabinet is still in the making. Three main issues that the nine men committee did not agree on yet:
The majority believes that the decision to go to war or peace "should be taken by the government, and only by the government." Mohammed Fneish [Hizballah] opposes the idea. Hizballah has to maintain the "right to liberate the farms and Kfar Shouba Hills by resistance operations."
For some, state sovereignty is an alien concept, and they want to make sure it stays this way.
